TX Governor Declares Cartels Terrorist Organizations Amid Rampant Border Violence

On Wednesday, Gov. Greg Abbott (R-TX) announced via executive order that he will be designating cartels as foreign terrorist organizations thus giving state law enforcement more avenues to combat the increasingly armed drug paramilitary organizations infiltrating America via the Rio Grande.

“Mexican drug cartels are responsible for trafficking hundreds of millions of lethal doses of fentanyl into Texas and the United States;” the executive order began. “over 1,600 Texans were fatally poisoned by drugs containing fentanyl in 2021 , representing an increase of more than 680 percent since 2018, and fentanyl’s death toll continues to rise in 2022.”

“Mexican drug cartels also smuggle humans across the Texas-Mexico border and subject them to sexual assault, human trafficking, assault, extortion, and other dehumanizing, violent, and heinous acts;” it read, adding, “deadly violence is associated with the Mexican drug cartels, who are fighting for the territory needed to expand their influence in the United States.”

The governor then cites the dangers of drug trafficking across the border which continues to flow across the border unchecked. Just this past month, Border Patrol agents made the second largest fentanyl bust in history with 1.27 million pills being discovered in an 18-wheeler.

“The head of the federal Drug Enforcement Administration has declared that ‘fentanyl is the single deadliest drug threat our nation has ever encountered,'” the executive order declared, adding, “that the ‘fentanyl available in the United States is primarily supplied by two criminal drug networks, the Sinaloa Cartel and the Jalisco New Generation Cartel.'”

Abbott then blasted President Joe Biden (D) for his lackluster efforts to stop the flow of drugs across the border, arguing that he has failed to declare drug cartels as terrorist organizations despite issuing a national emergency due to the “'trafficking into the United States of illicit drugs, including fentanyl and other synthetic opioids.'”

Abbott has been the most active governor in Texas history with respect to the border crisis as Operation Lone Star, the deployment of state national guard troops on the southern border, and the various migrant buses sent across the United States has sent a clear message to the nation that Texas will secure the border if the federal government doesn't.

“I, Greg Abbott, Governor of Texas, by virtue of the power and authority vested in me by the Constitution and laws of the State of Texas,” the order read. “do hereby designate as foreign terrorist organizations the Sinaloa Cartel, the Jalisco New Generation Cartel, and any similarly situated Mexican drug cartels who may be identified in subsequent proclamations.”

“Designating the Mexican drug cartels as foreign terrorist organizations will target them for enhanced apprehension, prosecution, and disruption,” the order explained, adding, “while heightening awareness of their deadly activities for our citizens and the international community.”

In addition to designating cartels as terrorist organizations, the governor also directed the Department of Public Safety to create a Mexican Cartel Division to collect and analyze intelligence and take additional actions to stop the smuggling of drugs and migrants across the border.

“I further order that the Texas Department of Public Safety shall…Conduct multi-jurisdictional investigations of foreign terrorist organizations operating in Texas to support criminal prosecutions here and in other States.”

“Target, seize, and dismantle the infrastructure, assets, vehicles, and buildings used by foreign terrorist organizations to smuggle drugs and people into and throughout Texas,” the order demanded, adding that DPS should continue to intercept southbound smuggling operations of cash to Mexico and enhance Operation Lone Star.

The cartel business has become a multi-billion dollar industry with drug smuggling and human trafficking being the biggest money-maker for these organizations as their “revenues have soared to an estimated $13 billion today from $500 million in 2018,” according to the New York Times.

As rich, elite liberals in Martha's Vineyard, Washington, D.C., and New York City begin to realize the effects of an open border with just a few busloads of migrants to their doorsteps, the state of Texas is having to handle paramilitary organizations worth billions of dollars banging on Texas' door everyday.
